Four knowledgeable referees have reviewed this paper. It is generally agreed that the paper proposed an interesting idea of explaining graph neural networks. There are some concerns on the experiments in terms of datasets and evaluation metrics. The authors should revise the paper to address these issues if the paper is ultimately accepted.
